Consideration of applications

10. Where an application is made to the Council or the Commissioner or the Improvement Board, as the case may be, in pursuance of the provisions of this Law and no decision on such application is made by the Council or the Commissioner or the Improvement Board, as the case may be, within a period of two months from the receipt of such application, or within such extended period or periods as hereinafter provided, such application shall be deemed for all purposes to have been refused at the expiration of such period or the last of such extended periods but without prejudice to the right of the applicant to renew his application:

Provided that the period of two months may, with the consent of the applicant, be extended for such further period or periods as the Council or the Commissioner or the Improvement Board, as the case may be, may consider necessary in any particular case.
